SECOND LEGISLATIVE DISTRICT DEMOCRATS
CHAIR’S REPORT FOR JANUARY-FEBRUARY 2007

Those who attended our January 17 meeting won’t be surprised by the first half of this report, but the second half will be news to most. I want to report, from my perspective, (1) what’s happening in the Second District and (2) some changes that are taking place in the Pierce County Executive Board. Future reports will probably include some similar items about Thurston County; a regular feature of TCD is their “Upcoming Events” e-newsletter, which is available to all of us and which Jean Marie forwards to many.
First, here in the second district: We’ve been operating under standing rules since it was discovered over two years ago that all copies of our old Bylaws were missing. Bill wrote a set of rules and tried to bring them up for discussion, but was stymied by the fact that we have so few PCOs we couldn’t reach quorum, as defined in those rules, to vote on them. I’m working, and will be consulting with our officers, on a provisional set, to be adopted at our reorg meeting after the 2008 election, but that we can use until then and modify as we see the need before making them our official Bylaws.
Our meeting Jan. 17 is reported very well by secretary Bob Akervick. By the time you read this on the website, you should receive an email containing a copy of the minutes. Since then, we’ve had a few developments I want to emphasize:
 Our meeting next month will be one week later than normal. As I write this, location is not yet confirmed; but we believe it will be at Cougar Mountain Junior High School library, where we have met most of the past two years. Watch for notices about Feb. 26.
 Everyone, not just PCOs, is invited to Lacey Feb. 19. If you’re a PCO in Pierce County, your registration fee ($10, including lunch) will be paid by the county Democratic organization. Attending the $40 crab feed in the evening is up to you. But the day of training is vital for all PCOs and useful for many others.
Second, information from Pierce County Democrats: Lots of news here.
1. Meeting dates:
A. Executive board [e-board]: (officers of PC Dems, chairs of districts plus 3 representatives per district whose majority of precincts are in Pierce County, which includes the Second. I incorrectly reported that we have a total of 3; we need to choose an additional representative and an alternate, and of course others are always welcome to attend). This group meets monthly, normally the second Thursday at 7 p.m. at IBEW, but for February all are invited to attend Calving Goings’ kickoff celebration at 5:30 and then to go to another location, now being determined, for the regular meeting.
B. Central Committee: The official governing body of Pierce County Democrats. This consists of all appointed and elected Democratic PCOs residing in Pierce County, plus many other persons. Meets quarterly, at IBEW, for significant business including review of e-board.
2. Actions of e-board at January meeting
A. Established seven standing committees and began organization. All the following are shortened descriptions; each Legislative District is encouraged to appoint an official representative to most committees, and I’ll be looking for volunteers:
1) Finance committee. Audits books of Pierce County Dems. Responsible to keep us current with PDC. Prepares budget for Central Committee approval in March. Includes treasurers of LDs (Marianne Lincoln).
2) Bylaws review. Keeps county bylaws aligned with Washington state law and rules of Washington State Democrats; reports to Central Committee.
3) Communication and outreach. Deals with internal and external communication, including transparency in intraparty affairs, news releases, letters to editors, blogs, internet and radio presence, liaisons with candidates and elected officials, affirmative action, and several other areas.
4) Technology. Voter file connections and PCO training throughout the county and in districts.
5) Election committee. Locates and encourages candidates; during election cycles, becomes endorsement committee; responsible to appoint PCOs in Pierce County [now has our 3 applications; should have acted by Feb. 8].
6) Membership. Maintains database of members, including entry of data from signups at various events; will send direct mailers to secure membership for county and LDs.
7) Service, events and fundraising. Coordinates county-wide service project; assists LDs in setting up service projects; sets up and manages celebrations and fundraisers; guides participation in fairs and festivals.
B. Discussed plans for March 6 dinner with Governor Gregoire.
1) Responding to changes in Pierce County leadership, agreed that this will be a celebration dinner rather than a fundraiser, meaning lower individual ticket prices and encouragement for more to attend and meet the Governor.
2) The dinner will be March 6 at the Elks Club in Tacoma, with pre-event publicity in coming weeks and strong encouragement to get together for a social occasion.
