ENDORSEMENT PRACTICES OF THE SECOND LEGISLATIVE DISTRICT DEMOCRATS These practices are submitted to the Second Legislative District Democrats for their amendment and eventual approval. When approved, the practices will become rules governing endorsements by the organization. They do not apply to nominations, which are governed by rules which we do not have the authority to amend, and they do not restrict individual endorsements, support, or other individual acts. As soon as practical after approval of the practices, this paragraph will be deleted and replaced by a statement of the form “Approved by the membership of Second Legislative District Democrats [Date].” Thereafter, the practices are intended to serve as rules subject to amendment through usual motions (see Section 8 below for rules governing amendments). 1. The Second Legislative District Democrats may choose whether to endorse or not to endorse any candidate, or any position on an issue, that in the judgment of the membership is consistent with the values espoused by the Democratic Party. 2. Votes for or against endorsements shall, unless otherwise restricted by the rules of Washington State Democrats or the Democratic National Committee, be limited to persons who are personally present at the meeting at which the endorsement is discussed and votes are taken. No proxy votes will be counted, on the principle that discussion at the meeting may change the members’ minds. Persons who may vote include a. Elected or appointed Democratic PCOs, b. Officers of the Second LD Democrats, whether or not they are PCOs, and c. Other dues-paying members of the organization. 3. Votes on endorsements shall be taken in a form agreed upon by those present at the meeting, which may include passage by acclamation, by voice vote, by written ballot, by counting of hands, or any other customary method. Endorsements shall be ruled by the principle of one person, one vote, and shall be passed only if supported by a majority or more of those present and voting. 4. In order to be endorsed, the candidate or candidate’s representative, or a spokesperson for an issue, shall be given a time allotment on the agenda to present reasons for endorsement, and may be asked without prejudice to leave the meeting during discussion and vote. 5. The Second Legislative District Democrats may endorse one or more candidates for the same office in the same election, except where multiple endorsements are specifically forbidden by rules of Washington State Democrats or the Democratic National Committee or by statute. 6. As soon as reasonably feasible, and preferably within one day after the endorsement is passed, the Chair shall notify each candidate, or a representative of a candidate or issue, of the following: a. Whether the endorsement was granted or not, and any conditions which were placed on the endorsement. b. Whether the vote was supported by a majority, or unanimously, or by acclamation. c. While protecting confidentiality of the discussion, the general reasons for the decision(s) of the group. 7. Once the Second LD Democrats have voted an endorsement, it may be withdrawn following the same rules of election if a. An endorsed candidate publicly states or publishes false information about the endorsement. b. The candidate commits an egregious act which leads the membership to reconsider the endorsement. 8. These principles and rules may be amended at any regular meeting of the Second Legislative District Democrats, with these restrictions: a. An amendment may be moved by any person qualified to vote under these rules, and conduct of discussion shall be governed by Robert’s Rules of Order, Newly Revised. The maker of the amendment shall specify whether it is to govern only the endorsement practice at the meeting where presented, or some expected future contingency, or is to be a permanent change in the rules. b. If an amendment is presented at a regular meeting and supported by a majority of those voting that is fewer than ¾ of the qualified members present (whether or not they are voting), it shall take effect at the next regular meeting of the Second Legislative District Democrats. c. If notice of a proposed amendment is given at a regular meeting, then discussed and voted on at the next regular meeting, it shall take effect on approval of a majority of those present and voting. d.
